SSC achieves Maturity Level 2 in PRIME-HRM
The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Award System recognized Sorsogon State College as 100% compliant for a processdefined PRIME-HRM under Maturity Level 2, after the on-site assessment of the College last November 12-13 at SSC-Sorsogon City Campus.
The PRIME-HRM Policies and Systems Evaluation Division (PSED) composed of Regional
Office V (ROV) Chief HR Specialist Lilia A. Jadji, Supervising HR Specialist Sharlaine L. Prieto and Human Resource Specialist II Lynbee N. Navio spearheaded the assessment of the institution‟s documents under the four (4) core human resource management (HRM) areas: Recruitment, Selection and Placement (RSP); Performance Management (PM); Learning and Development (L&D); and Rewards and Recognition (R&R). Further, an interview was conducted to 61
teaching and non-teaching personnel of the College to validate whether they are knowledgeable of the HR practices and policies.
Having complied with the core indicators for Maturity Level 2, SSC is given the authority to take final action on appointments of its employees. As per Civil Service Commission Memorandum Circular No. 19 s. 2016, an institution qualified under Level 2 is also awarded with the “Bronze Award” and entitlements including: announcement of bureaucracy-wide agency programs/projects may be undertaken by the Commission through the Commission‟s website; free installation of available computerized
HR systems developed/owned by the Commission; 20% discount for the HRMO or Agency Representative for Civil Service Institute trainings or conferences; and nomination or recommendation of the HRMO for scholarship grant or Civil Service Commission‟s Certification Program.
Generally, PRIME-HRM is designed “to encourage creativity, innovativeness, integrity and productivity in the public service by recognizing, awarding and providing incentives to agencies that meet certain level of Maturity Indicators.”
